Net-Billing Regulation Implementation workshop held in Abuja

The Nigerian Electricity Regulatory Commission (NERC), has today at its Headquarters, Abuja, held the Net-Billing implementation workshop for key stakeholders across the Nigerian Electricity Supply Industry (NESI).

The Workshop which was themed: “Stakeholder Engagement on Nigeria’s Net Billing Regulations – Understanding Regulatory Requirements, Metering Framework, and Implementation Pathways. Hosted by NERC in collaboration with GIZ, RMI, and the Global Energy Alliance for People and Planet (GEAPP). The workshop was said to focused on moving from policy formulation to practical execution.

The workshop was also unpacked NERC’s Net-Billing Regulations (NERC-R-002-2026), providing a structured pathway for solar energy “prosumers” to safely export surplus power to the grid, receive fair billing credits, and drive Nigeria’s energy transition targets.

Director, Research and Data Analytics (RDA), NERC, Abdullahi Adamu stressed that the net-billing framework depends on every link in the power chain working together. Noted that, approving a policy document is the easy part while urging stakeholders to give candid feedback to pressure-test the regulation, so it survives real-world operational challenges.

Representing Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the Nigerian Energy Support Programme NESP, Milos Karic, Head of Component, Sustainable Energy Planning and Access, noted that the 2026 Net Billing Regulations marks a major milestone for Nigeria’s electricity sector.

Meanwhile, Fauzia Chevonne Okediji of GEAPP, remarked that NERC’s proactive leadership signals a new era of regulatory collaboration. Calling on utilities, regulators, and developers to work collectively to run pilot projects quickly so that early applications start flowing into the market.

In addition to the panel discussion on Utility and Market Readiness with panellists from the Nigerian Electricity Management Services Agency (NEMSA), Abuja Electricity Distribution Company (AEDC), Westa Solar, Anietronic, presentations included: Overview of Nigeria’s Net-Billing Regulations (by Adamu Ibrahim, NERC Principal Manager, Renewable Energy Development Department).

Also, it looked on the challenges and Key Issues for Ecosystem Alignment Before Implementation which was delivered by Dr. Abba Ibrahim, MD/CEO, Proserve Energy Service) while Distribution Grid Readiness is by Woji Gulu Nsu, Kano Electricity Distribution Company KEDCO), while Meter Technology Spotlight is delivered by Engr. Duro Omogbenigun, Ag, President, Association of Meter Manufacturers of Nigeria, AMMON.

The overarching message of the day is that net-billing is officially moving from paper to practice. With the active commitment of regulators, technical safety authorities like NEMSA, system operators including Transmission Company of Nigeria and the Nigerian Independent System Operator, distribution companies, meter manufacturers, and development partners, Nigeria is taking a decisive step toward a decentralized, flexible, and customer-centric power sector.
