The Republic of China has unveiled a new Global package for international initiatives on artificial intelligence, with a pledge to establish a cooperation center with major regional blocs and to roll out its AI-powered meteorological warning system to 30 countries including Nigeria to help protect communities from extreme weather.
Speaking at a high-level seminar on AI governance, a senior Chinese official, President Xi Jinping said, the country will develop international AI application cooperation centers, with the Association of Southeast Asian Nations, the League of Arab States, the African Union, the Community of Latin American and Caribbean States, the Shanghai Cooperation Organization, and BRICS.
The centers are designed to promote joint research, share application models, and accelerate the deployment of AI solutions in areas including agriculture, healthcare, and disaster response.
Alongside the institutional cooperation, China said it will enable 30 countries to use MAZU, the AI-powered meteorological warning system. Officials described MAZU as a platform that integrates satellite data, climate models, and real-time monitoring to deliver earlier and more precise alerts for floods, typhoons, and heatwaves. The goal, they said, is to “safeguard homes around the world” by giving governments more time to evacuate residents and mobilize resources.

This announcement came as part of a broader seminar program focused on how nations can manage rapid technological change.
Addressing delegates, the official cited an ancient Chinese observation to frame the challenge: “A man of wisdom adapts to changes; a man of knowledge acts by circumstances.”
“With AI advancing at a staggering speed, we must ensure its development is for the positive, for good and for humanity,” the official said. “We must make its oversight and governance precise and effective, and constantly refine measures to forestall loss of control.
We should always guide AI development with human wisdom and international consensus, so that AI can truly become a mighty force that increases the well-being of humanity and advances human civilization.”
Outlining China’s approach, the speech stressed openness and practical collaboration over competition. “China is ready to be more open, take more practical actions, and assume a more visionary perspective,” the official said.
“We are ready to work with all parties to seize the opportunities of AI development and meet the challenges, and join hands to create a brighter future for humanity.”
The address concluded with a call for multilateral coordination on standards, safety testing, and data sharing. “Thank you,” the official said, as delegates applauded the proposed expansion of both the cooperation centers and the MAZU warning network.
